MEETING OF THE

MONTPELIER BOARD OF SCHOOL COMMISSIONERS

 

November 17, 2010

Present

1.     Call to Order The meeting was called to order at 6:45 p.m.

2.     Executive Session On a motion duly made and seconded, the board voted unanimously to enter Executive Session at 6:45 p.m., with the superintendent remaining. On a motion duly made and seconded, the board voted unanimously to leave Executive Session at 7:17 p.m.

3.     Return to Open Session 7:17 p.m.

4.     Adjust/Review Agenda The City Council was not able to attend tonight’s meeting due to a scheduling conflict. The hope is to reschedule with them for December 1, 2010.

5.     Public Comments There was ongoing conversation about support for a cooperative football team. Mr. Vanden Bergh requested trends in football participation in Montpelier.

6.     Discussion with City Council To be rescheduled.

7.     Update on FY12 Budget Superintendent Mason distributed a list of budget assumptions for the development of an operating budget for FY12. Preliminary numbers were reviewed. The board discussed the volume of reductions that will be necessary in order to meet the state’s Challenges for Change target. Several board members expressed interest in seeing a “worst case scenario” proposal before deciding what direction to take.

8.     Discuss Class Sizes and Class Size Policy Class size information was provided to board members. Per the state, the board needs to adopt minimum and average class size policies by January 15, 2011. Mrs. Herz would like to know which options would be cut for students before agreeing to adhere to the state guidelines. Mr. Vanden Bergh inquired as to what data the state used to generate their guidelines.

9.     Approve Signing of MESSA Negotiated Agreement Superintendent Mason presented one further change in addition to the document provided to board members, specifically, to re-title Article 11 from “Salaries” to “Wages”. Mrs. Aldrich moved, seconded by Mr. VanDerlip, to approve the Montpelier Educational Support Staff Association Negotiated Agreement for 2010-2012. Motion passed 5-0, Mr. Phillips abstaining.

10.  Discuss Teacher Evaluation System Superintendent Mason informed the board that he contacted a member of the Montpelier Education Association leadership and they are okay with forming a committee to revisit the supervision and evaluation model currently in place. Superintendent Mason requested that the board charge him with that task. Superintendent Mason believes that developing a so-called “home grown” model for Montpelier makes sense. Mr. Hollar indicated he would like to see more of a peer observation model that is not tied to disciplinary action, but is rather focused on improvement. Other board members expressed concern about the inadequacy of the seven-year cycle contained in the current model.

11.  Superintendent’s Reports Superintendent Mason distributed a head injuries follow-up memo.

Mr. Vanden Bergh moved, seconded by Mr. Phillips, to approve the consent agenda including minutes of the August 25, 2010 special meeting, minutes of the October 27, 2010 special meeting, minutes of the November 3, 2010 regular meeting, Warrants 21 and 22 dated November 18, 2010 in the amounts of $745,820.88 and $24,298.82 respectively, and co-curricular contracts (see listing). Motion carried unanimously.

13.  Adjournment On a motion duly made and seconded, the board voted unanimously to adjourn at 8:25 p.m.
