Minutes - April 6, 2011

1.       Call to Order  The meeting was called to order at 5:30 p.m.

2.       Executive Session  On a motion duly made and seconded, the board voted unanimously to enter Executive Session at 5:30 p.m., with the superintendent remaining.  On a motion duly made and seconded, the board voted unanimously to leave Executive Session at 7:05 p.m.

4.       Adjust/Review Agenda  No changes.

5.       Public Comments  None.

6.       Discuss Field Trip  Sarah Squier answered questions about the upcoming trip.  Fundraising efforts were discussed.  Mr. Jones requested a short presentation by the students upon their return.  Mr. Jones moved, seconded by Mr. Phillips, to approve Sarah Squier’s field trip request to Ireland on April 13-23, 2011.  Motion carried unanimously

7.       Discussion with Representatives of the Municipal Heating Initiative  Harold Garabedian and Gwen Hallsmith, representatives of the Capital District Heating Project, gave a PowerPoint presentation.  Included in the presentation were project history, project concept, project funding, current status, a timeline, and a summary.  Mr. Garabedian requested the school board’s support, not a commitment, for moving the project forward.  Mr. Jones moved, seconded by Mr. VanDerlip, to continue to support pursuit of the district energy project.  Motion carried unanimously. 

8.       Discuss Fall 2010 NECAP Scores  There was discussion about making NECAP scores part of a student’s permanent record.  Mr. VanDerlip requested the data more longitudinally.   

9.       Discuss Pathways to Graduation  Passed over until the next meeting. 

10.   Update on School Choice Opportunities  A letter from Orange North Supervisory Union was provided.  Principal Evans will form a team to work on ideas for promoting Montpelier High School to those communities interested in making a high school of choice designation. 

11.   Discuss 2010-2011 School Calendar  Superintendent Mason presented his request for an adjustment to the 2010-2011 school calendar.  This request involves releasing K-8 students 1.5 days early so that staff can participate in two full-day staff development training sessions at the close of the current academic year.  Required minimum days would still be met with this adjustment.  Mr. Robinson moved, seconded by Mr. Phillips, to approve the superintendent’s request to release K-8 students 1.5 days early at the close of current academic year for the reasons stated.  Motion carried unanimously. 

12.   Discuss Indicator Report on End #4  Passed over.

Mr. Robinson moved, seconded by Mrs. Herz, to approve the consent agenda including minutes of the March 16, 2011 meeting, Warrants 41 and 42 dated April 14, 2011 in the amounts of $513,473.95 and $19,245.63 respectively, Burrell Roofing’s roof bid for the Recreation Center, a salary adjustment for non-unionized staff, a teacher resignation, the teacher contract list, the aide contract, and co-curricular contracts (see listing).  Motion carried unanimously, Mr. Phillips abstaining.

14.   Announcements  Mr. Robinson reported that he and Mr. Phillips have been working on a committee regarding collaboration efforts with WCSU.  They will continue to keep the board apprised. 

15.   Adjournment  On a motion duly made and seconded, the board voted unanimously to adjourn at 8:42 p.m.
